Prime Minister Datuk Seri Najib Razak wants the 50 million ringgit allocation for the "Karisma Hati Rakyat" programme to be disbursed to the people by March 31st.
The allocation is expected to benefit some 200,000 people who will receive a one-off payment between 200 and 300 ringgit.
The premier said eligible Malaysians in Peninsula will receive a one-off payment of 200 ringgit while those in Sarawak will get 300 ringgit.
The aid will be in the form of vouchers which must be redeemed before March 31st.
Datuk Seri Najib also launched the Young Entrepreneur Fund to be managed by SME Bank.
The fund would provide financing of 50,000 to 100,000 ringgit to those eligible with a repayment period of up to seven years, including one year grace period.
Applications are opened to Malaysians, aged between 18 and 30 who owned a business and possessed at least an entrepreneurial or vocational certificate.
Earlier, Datuk Seri Najib launched the Perak Urban Transformation Centre the third such facility after Melaka and Kuala Lumpur.
He said the Perak UTC, which houses 57 government departments and agencies, as well as private and non-governmental organisations, had received 50,000 visitors last month.
